I will write an extensive article on Bhagat Dhru as well but just as a quick response, in Sachkhand Darshan Pustak, Bhai Sahib does Arth of the Pankti ਕੇਤੀਆ ਕਰਮ ਭੂਮੀ ਮੇਰ ਕੇਤੇ ਕੇਤੇ ਧੂ ਉਪਦੇਸ ॥ and says that there are many Dhrus in Gyan Khand along with his many Updesh. Read page 25.
This whole shabad is Benti-roop in positive prakaran. ਨੈਕੁ being in a negative connotation here doesn't make sense.
Naamdev Ji clearly at this point, in this shabad, he has received the avkhad of Naam from Satguru. ਨੈਕੁ could mean to give ਛਿਣ-ਮਾਤ੍ਰ ਕਿਰਪਾ. In the next pankti it states "ਬਹੁਤੁ ਜਨ ਉਧਰੇ", then "ਜਹਾ ਜਹਾ ਧੂਅ ਨਾਰਦੁ" would mean Dhru and Narad met Satguru at this point.
It is Bhai Sahib who is saying Dhru was stuck in Dhru-mandali (a place among the stars), and gave this shabad of as an example. Bhagat Namdeev Ji here is stating how Bhagat Dhru and others escaped this (Dhru-mandali state) thru Satnaam, see Rahao of the shabad:
> Dhru and Naarad are (because they are in lower realms like Gyan Khand)
Don't know where Naraad may be, but Bhai Sahib has clearly written Dhru was in Karam Khand (not an easy place to reach by any means).

The question mainly arises from the following shabad:
ਗੋਂਡ ॥
ਮੋ ਕਉ ਤਾਰਿ ਲੇ ਰਾਮਾ ਤਾਰਿ ਲੇ ॥
ਮੈ ਅਜਾਨੁ ਜਨੁ ਤਰਿਬੇ ਨ ਜਾਨਉ ਬਾਪ ਬੀਠੁਲਾ ਬਾਹ ਦੇ ॥੧॥ ਰਹਾਉ ॥

We know from Bhatt Sahibaan that Dhru-mandal also was liberated.

ਸੋਈ ਨਾਮੁ ਅਛਲੁ ਭਗਤਹ ਭਵ ਤਾਰਣੁ ਅਮਰਦਾਸ ਗੁਰ ਕਉ ਫੁਰਿਆ ॥੨॥
ਨਖੵਤ੍ਰ means 27 star nakshatras. ਧ੍ਰੂ ਮੰਡਲ also means stars, Dhru is also the name for the North Pole star Polaris.
Same reference (ਅਟਲੁ) is given by 9th Patshaah:
ਅਟਲੁ ਭਇਓ ਧ੍ਰੂਅ ਜਾ ਕੈ ਸਿਮਰਨਿ ਅਰੁ ਨਿਰਭੈ ਪਦੁ ਪਾਇਆ ॥
But it is clear he got kirpa of Satguru. When did that happen? Not sure.
Also there are many like Dhru in Gyan-khand, but Dhru himself thru the kirpa of Satguru can only be said to be in SachKhand at this point.

Of course Dhru is now in Sachkhand, the question is when did he get there.
